Need HELP with paypal?

Question

My paypal account got limited after I tried adding a credit card and didn't work.

If I add a new credit card and it works, will my paypal account restore back to normal? Also, would my sending limit be lifted?

I haven't added a bank yet.

Yeah, they're real touchy about fraud, so they will investigate further and if all is clear will put your account back to good status.  I would add a bank account and verify it as well.
