Need Help Doing Something With Photoshop Elements?

my gf needs pictures printed vertically that are horizontal how do i go about doing this is photoshop elements not regular photoshop and i dont need just rotating the picture i mean changing the whole picture to vertical

you need real photoshop not elements.  either crop the picture so it is vertical, or use the duplicate brush to add vertically.  you could also cut and paste  the person into another environment.
