Need Help benn wanting to find this DIY Project?

I remember one day it was on the we telvision network and showed a dIy on a pencil skirt i looked through the website and it isnt there??? Does anyone know a tutorial for this skirt here is an exapmle of what the skirt resmebles?

heres what is in the middle of the pencil skirt!!!
