Try GDI. They are well established and they use the the .ws extention which gives you a good chance at getting the domain name you want, unlike .com. They also have good website building tools.

I've personally been using BlueWho http://www.bluewho.com  for over 2 years, with no serious issues. I like them because I can add as many sites (domains) as I want, and I only pay $20 a month for everything. Right now I have 23 sites hosted there for $20 a month. They also have 24-hour tech support, which is vital.
