The Earth gets heavier, but not because there are more people. People are composed of the minerals and substances that were here to begin with. If a person weighs 150 pounds, it doesn't means he has added 150 pounds to the earth. He merely has accumulated 150 pounds of substances and minerals already on earth into his body so his organs may grow and function.

However, because dust and rocks floating around in space are crashing into us, yes, the earth is getting heavier. What effect would this have. Well, start with gravity, since mass is what creates gravity. The gravitational pull of the earth will steadily increase over time. However, it is so insignificant, that no one will really ever realize it. To immediately get the kind of gravity increase so that we immediately notice it you'd have to add the weight of a couple planet killing asteroids to the total mass of the earth. But, that isn't possible without killing the planet. So, while the increase in mass may have implications, they are probably minor at best.
