Need a website!!for pic uploads and stuff?

yeah me n my friend used to go on this website for our pics but i can't member what its called.....anyway you don't have yo sign up for it all you do is upload a pic...and you can put water effects or anything on it ...resize it.....make the wierd colors like on a map of hot and cold stuff idk....but you can do alot to it ....does anyone have any idea of what site i'm talkn bout
