Need answer on obtaining an out of state cdl license for illinois with new stupid law?

you must re-take the pre-trip and road test but you need a truck and trl to take test. no one rents trucks because of insurance liabilities, or you need a business license to rent a truck, no one wants to hire unless you have an illinois cdl jessi whites bright idea not so bright!!!
