Need authentic help from Canada?

My some friends and me are working in Israel as foreign worker and one of my friend from canada ask us in order to work in canada and provides some documents regarding work permit which are uncomplete and not noterised and take huge amount of money involving canadian nanny agency.When we submit our documents to Canadian embassy in Israel they refuse providing workpermit. then, How can we sue and return money from them? please answer.. Thank you.

Unless the person or business is registerd to do business in Canada you  must file a complaint in Isreal not Canada.
