True.  A species is by definition a group of organisms that are capable of interbreeding.  Two groups of organisms that cannot interbreed (different species) have different genes on their chromosomes.  If two organisms had identical genes on all chromosomes, they would be identical twins (and thus be the same species).  Also, note that even identical twins don't have exactly identical genes on all chromosomes.
