i need to know the new rules.when and how can i summon a synchro monster(the tuner and non tuner monster add up)... can anyone help me please!!!

Don't worry. When that Starter Deck comes out in America, they will reprint the Rulebook with the new rules.

Synchro Monsters require Tuner Monsters to be Summoned.

When the total Level of the Tuner monster and the other monsters on your field matches the Synchro monster's Level, by sending them to the Graveyard, you can Summon the Synchro monster. Tuner Monsters can be Effect Monsters or Normal Monsters.

EX: A Tuner  is level 3, and a Synchro is level 6, you need  non Tuner monsters on the field of a combined level 3 or more along with the Tuner to tribute in order to summon the Synchro monster from your Fusion/Extra Deck.
