Need help finding a person who gave a UFO speech?

I was looking up UFOs or Aliens and I found about this guy who was with the CIA or FBI and had a speech about Aliens and UFOs and everything he saw while working with the CIA or FBI and I remember seeing his Speech on You Tube but I can't find it and I don't remember his name

he was overweight and white thou

oh and he killed himself like a week or so after that

and everyone is saying the government killed him
