Need help finding foster records 1914? in Ohio. Harcha, Avis?

After research on my great grandmother, Avis Harcha, I learned she was a foster child to a couple named John and Minnie Jewett . She was born in 1914. She was apparently German. Not sure why she was a foster child. There were many ppl in Ohio where she lived- in Portsmouth with same surname as her, "harcha". that came from Germany- Oberursel, or Hessen-Nassau. Possible they were related to her...is there any way I can find foster records, to find out her parents. She was a german girl in WWI time, so I believe her foster parents told ppl she was dutch...Idk if she may have been jewish? any help?

  1. I would say call or go to the courthouse of the county in which she grew up.  She should have had to take the Oath of Citizenship and there would be a record.
