Need help finding information on John Lewis Moore of Virginia and Florida late 60's/early 70's?

He passed away apparently in the early/mid 70's, was retired from the Navy, but Vetran's Affairs won't give any information since we don't have is service number. Any other ideas? I've tried SSDI and I can't really tell which one is him since the name is so common. Would his records be where he passed away or in his "city of origin" since he was ret. navy?

Google " old shipmates " found a lot of links, navy guys can be pretty close so  someone may remember him.
