Need help getting a great Scanner

I'm looking to setup a scanner base station in my home with a antenna. I want to be able to receive police as well. I own a hand held scanner but when i type in the frequencies for the police department they are blocked with strange noise.

So basically my question: How can I get a good scanner base station setup that can receive police. And what do I need to receive Police, a special card or something?

Your best bet is to go down to your local Radio Shack and ask them about local police freqencies.  Your police dept may be digital.   Radio Shack does have a digital scanner for $500, but they are tricky to program.   They will help you out.

You don't need a special card to buy a scanner, just some money.
