Need help getting council housing!?

Question

we have to leave our privated rented house on the 3rd of august as we have just had another baby and can no longer afford the rent. The landlord wanted us to sign a new fixed term lease but we couldnt so we agreed to leave when the current lease runs out. We cant afford to rent privately and have nowhere to go. We have spoke to the council and they say we are making ourselves intentionally homeless and are not helping., Our son is 8 weeks and our daughter is three. any help or suggestion on how to get the council to help/ listen would be appreciated. My partner works full time but i dont. Thank you
