Need help identifiying this little red japanese figure/statue, Pic included?

ok a while back i got thiis little red japanses statue guy from a relative as a souvenir , but unfortunatly i could not find the name of this little guy, but i did hear folklore about him, supposedly its blind and your supposed to make goals/wishs and as they come true he recieves his eyes back.

Your supposed to fill in one eye when you make the goal, then the other when you actually accomplish it.
