It’s West Coast Native American art or ceremonial mask. Most Costal art has various characteristics that makes it recognized as belonging a specific tribe/nation. Such as the shape of the face and eyes or the colors used.

It appears to be a bird of prey possibly an owl. (represented by the eyes).
