Need help moving task bar in IceWM.?

I am trying to move the task bar to the top of the screen in Puppy Linux. I am currently using IceWM for the windows manager. I have gone into the IceWM preferences and it already says:

# Task bar at top of the screen

# TaskBarAtTop=0 # 0/1

But the task bar is still at the bottom.

0 is usually false, i would try changing that to 1
