are there annual fees for registering an LLC in Nevada. What about taxes if were not generating any revenue at the time of LLC or at all throughout the year?

Yes there will be an annual license renewal fee depending on the type of your business (it is usually a small amount). If there is no income there should be no tax but remember you will still need to file tax documents.
