the above guy is right its the speaker panel my buddy got one from the junk yard for 2 bucks. its pretty easy to find old vw bug parts at places like that just call around to the ones by you a good jy will know mostly what they have for cars and parts and can tell you over the phone

Yep, thats the speaker panel, or grill. I looked on the Samba (great site for all old VW's) and found a vendor in the US that will ship one (same color as yours, Polar White) for $20 USD. Here is the link;

Clayton is right, and you can probably get it pretty cheaply in a junkyard that specializes in VWs.
