Need help with a riddle/hunt?

Hi everyone, I need some suggestions on what this riddle means. It points to a specific place, such as a restaurant, post office, parks, or something/somewhere it points to.

Ok, so here are a couple of clues:

Just keep looking all around

town

On public property up or down.

I'm round and smooth, but

have no stinger.

Pay attention though,

I could be a swinger

I have written it exactly as the clues were given. So if anyone can think of a place, not a thing such as a bee, etc. But something that something can be hid in, by, or under, such as a medallion.

Is it a clock pendulum? Because that would be round and smooth and swould swing. Is there a big clock somewhere?
