Need help with halloween costume!?

Alright, so i am making a "Lady Joker" halloween costume. I want it to be similar to this, only not as revealing...

I plan on wearing a black skirt instead of the..panties, haha. Its just i dont know how and where i can find all of this stuff. I plan on keeping the boots, and the same colours. Can anyone help me make a replica of this?

Try a used clothing store, thats where I usually get my halloween costumes. Usually when it gets close to halloween they have a bunch of crazy outfits
