Need help with my 13 year old daughter?

my daughter is 13 and last summer started her period and then it stopped which isn't uncommon. i know it has started up again i have both maxi pads and tampons in her bathroom for her to use but she isn't she is just using toilet paper. any tips on how to not be pushy but get her to realize that she has to use something. i have tried the health issue and cleanlyness any other way to go about it ? should i maybe just let her talk with friends and realize she isn't unique.

Maybe you shud let her choose The kind she likes Maybe Thats it But you raelly need to talk to her Thats a Big deal It really is Maybe you should make it more clear To her Im not sure But don't talk to Her Freinds That will make her Feel weried So i wouldn't do That Another thing is if you didn't talk to Her when she got it That may be Another Thing.
