Go to a shoe store and have them measure it.  You can probably get them to do this for free.

Seriously, this is the best way to do it.  I don't know the exact scale that converts a length measurement to a size number. But even if you did know it, there's a good chance your measuring can be off if you're trying to use a tape measure.  The foot-measuring devices they have at shoe stores are quick and accurate.

Also, I don't know which part of the world you live in, but the way shoes are sized here in the US is different than how it's done in Europe, for example.
