  1. ok, first we need the slope of the line:  y=4x-6....easy enough since it's already in slope-intercept form (y=mx+b where m is slope and b is intercept).  so slope is 4.  

    That means that, for the parallel line, we have y=4x+b  Plugging in your point, we get 3=4(-2)+b or b= 11.  so parallel is y=4x+11

    For your perpendicular line, the slope is the inverse of the given line, or 1/4.  So y=(1/4)x+b.

    Plugging in your point, we get 3=(1/4)(-2)+b so b=7/2.  your perpendicular line is y=(1/4)x+ (7/2)
