Need help with these Tuberculin Syringe?

Question

I'm just curious here because usually Syringes are Sealed on Plastic right? but this syringe is not. Here is a Sample Pic that I paint, can You show me a REAL PIC of this Syringe and tell me if this Syringe is really clean even if it is not sealed but with the covers on the top and the bottom part? Thanks.
