Need help with view in 3ds max 9?

In 3ds max 9, I used to be able to make the camera around by clicking and draggin, and then using the arrow keys to move around. Now, I can only rotate the view with the mouse horizontally, and for some reason it won't change vertically!

Just right click on perspective>views>camera and choose hand tool and now just turn in however you want.
