Need ideas for an interesting presentation?

Its a presentation on a new government style thats based on the Romans. I'd like to avoid using power point and it needs to be an interesting approach. PLEASE HELP!

Involve the audience.  First "divide and conquer" - sorry, latin history reference.  Divide them into different parts of the government and give them tasks that may be real for a government.  It's hard to be more specific on suggestions as I don't know the complexity of the new gov't.
