Need information for Special Education Teaching?

One of my friends has done her bachelors in special education in mental retardation in India. Now she wants to come USA as a special education teacher for primary school children. What are the necessary guidelines to follow and how to start applying for schools for a teacher's position. It seems that in USA, we have to get a state license for the position. How is it possible for her? Can she get her license after she gets here . Dont know how to approach. She is really looking forward to come US and work with mentally challenged children. As an international student, how can she come to USA and get her license in special education teaching? Need a head start for all of these. Please help me know what are the necessary steps to be taken before coming USA. Thank you all for your time.

She would have to take courses to be certified in the state she is living. There are different requirements in each state. I know that she can submit her coursework and experience to see if her credential will transfer, but I know people from India who their coursework and credentials have not transferred ans so they need to become re-certified in the U.S. This is a 1-2 year process of coursework to gain certification n the U.S.
