  1. The most effective way to book tours in Costa Rica is with a tour operator. Public transport is pain-stakingly long, and like the above answer said, Limon has a high crime rate because it's a port town that has been around since the Banana companies were dominating the Caribbean coast. Check out this site to learn more about the area.

Onboard the cruise ship they have tour operators that will know all about the tours available close by and have them scheduled to fit your stay.

If you really want the rain forest experience I do recommend the Braulio Carrillo National park if you have time to make it that far.

Tortugero National park is really unique because it is a huge marshland that is only accessed by boat.

  2. First, how long do you have in Limon?  I don't really think that public busses will work if you have only a day. In addition the bus station is in a high crime area.

I think it is about a 2 hour drive to the aerial tram and Braulio Carillo Park/rain forest.   There will be a lot of taxis and tours-- I have never cruised to Costa RicaThere may be another option to take a boat through the canals toward Tortuguero.   as well.   There may be the option of rafting the Pecuare which would let you see the rain forest as well but it is class 3 and 4 rapids.
