Need information on web and database programmers

I have information and details in creating an online database for my computer, but I need to show a working online database system that works like excel and access. I just don't have the necessary resources that I need to make it work. Is there a programmer that is willing to work on a project if I describe what I want and and how it should work and give me a price?
