There are lots of company's where you can buy domain names. I do not know where you are located but here in the US I use godaddy.com for all my web and email needs.

Once you buy your domain name, you need to create or have someone create your web site and after you have completed that it is typically uploaded to a hosting service (godaddy does mine). The hosting service is where all of your web pages are stored so that they can be accessed from anyone on the internet. You can set up your own hosting service at home but it will eat up your bandwidth and you need to be a little more tech savvy. My domain names typically cost about $6 a year to register and my hosting I think is about $15 a month.
