Can I add a prepaid credit card or debit card to my PayPal account, what are the requirements or the way to do this?

Debit Card - yes, definitely

Prepaid credit card - maybe.  Sometimes they can be added, but sometimes they are not approved (because your address doesn't match the "billing address" of the card)

To add a card....log into paypal....My Account tab....click "Profile"....under Financial Information, click on "Credit/Debit Cards".  Add the card!
