Need some brief tehnical advice for a roommate matching service (web-based, but local also for major US city).

I would like to match roommates based on compatibility (there are 15 colleges in my immediate area). I am familiar with MS Access, but would like to know what other databases /programs will be required to upload to the web, etc.
