Just like you can't buy a new Lamborghini  off the lot, based on your income rather than the cost of the car, you can't get health insurance based on your income - EXCEPT for Medicaid - welfare health insurance.  If you qualify.

Check with your state insurance commissioner--no private company engages in such income/payment structure that I know of, but your state may have some such plan.

Medical insurance carriers have to file their rates with the state and do not charge based on income. Sorry, rates are what they are; they are based on age & health condition(s).

Previous answer was right on: check with your state Medicaid - best option.

BEWARE of "cheap insurance" plans because you can run into a-la-carte/incomplete, and often not full insurance plans.
