Need to install a transformer?

Where in the code book shows the neutral & ground should be bonded. Also, would there be a difference in performance either way.

Not boundind a transformer causes serious issues with performance, but the location has no affect on preformance . Just availability for access

performance?  when you dont bond the neutral to the ground you end up getting 55 v from the hot and neutral sides, but this all depends on the type of transformer used.  as for the code, my code book is in the car and I am not in the car
