ok literally it means: what is the matter, french people !! (in astonishment)

if the sentence was chou behon el french people then it meant :

what's wrong with the french people ? (in denial or maybe in mockery )

it may also have meant : what's the matter are they french ?  (in that sense)

if it was cho bekon ya french people : then it means what's the matter french people ?

chou = what

behon = the matter with them... be بي is a preposition meaning with and hon is a pronoun meaning them... bekon : matter with you (plural)

usually in Lebanese we say: shoo (chou) bak ?  meaning ( what's up...what's the matter with u.. what's wrong...) depends on the situation...
