My mom is under continued Harassment by her neighbor and the cops will not file charges against him is there anything i can do to help?

I don't thin the police have enough evidence to charge your neighbour. You can

A. Catch your neighbour in the act.

B. Tell that guy off and stop harrassing your mom

What is the harassment?  Your question is to broad to answer.  Why will the police not file charges?

Put up security cameras around the house to catch it on tape then go to the cops.  If they don't do anything take your copy to the state police.  (remember to make plenty of copies you never know when one might disappear.)

Well that's just not enough information.  Harassment is a broad term and tricky to litigate.  Contact a lawyer with more description of what is happenning and see what he/she says.
