  4. No but you're free to put up any fence you want.

  5. Yeah, many contractors build what are termed-as 'good neighbor' fences. They build the fences so that both neighbors get equal aethetics from the design.  In otherwords, you don't end up looking at just the bracing and posts.  

    So, it's unfortunate that your neighbor didn't tell you of his intentions and offer you an opportunity to "chip-in" in order to get the most out of the structure.

    If it's not too late, mabye ask him if he's willing to change the design, in order to accomodate your interest- and that mabye you would furnish the extra materials/labor involved.

Check with your city or county and research local building code (asking the reference librarian at your local library is a good way to figure out where to find that kind of info).  Most places have rules about what they can and can't do.  If you are on good terms with the neighbors, you can also talk to them about your concearns.  

  8. If you're on good terms with your neighbor you may be able to discuss the options available but, in legal terms no you do not have any say in the matter because the property the fence is being placed would be considered theirs.  

  9. Check with your local ordinances.  In many places not only is a permit required, but there are also height restrictions and restrictions that the "better side" (if any) must face out.
