Neighbours not taking they`re wheelie bins out for collection.

ok well basically im taking all the wheelie bins out for the flats where i live within the same building as me,and i don`t want to do this anymore as they are not my wheelie bins and i don`t want to have that responsibility as the council have decided to start fining people for over filling bins and not taking them out etc,the previous tennent was doing the same as me taking all the bins out ,and when he wrote a letter to ask that people take they`re own bins out he was ignored completly,which annoys me as they are not my wheelie bins and don`t think i should be doing this plus the fact i don`t even know them! so my question is how do i deal with these people who ignore kind letters? without falling out with them!

  1. If they are really ignoring nice, unthreatening letters, they are being complete jerks.

    At this point, I'd consider either leaving their bins alone, and let them get fined.  Are the bins numbered, so that each tenant gets one specific bin?  If not, could they be?  That way, it would become clear as to who was causing the problem.

    If the bad tenants have their own door to the outside, could the bins be placed right outside their doors?
