if so, what color/s are legal/illegal.. or is it just illegal to have flashing neon lights?

No, neon lights anywhere outside the vehicle are illegal in Texas. Below are the laws that pertain to your question.



Subd. 2. Colored light. Unless otherwise authorized by the department of public safety, no vehicle shall be equipped, nor shall any person drive or move any vehicle or equipment upon any highway with any lamp or device displaying a red or blue lights or any colored lights.....................................

If you want to get technical, Neon lights are illegal for use on the street in ANY state, because they are not DOT approved lighting systems.  The police probably won't bother you unless you are using prohibited colors, like red or blue, but no guarantees.
