Neopet Unis Clothing and Usuki?

I bought this stupid red colloar from unis clothing and it wasn't wearable. The usuki wasn't playable or anything. What are these two for anyway? and can you ONLY can clothes from the NC Mall and no where else???

You can sometimes find a shop in the shop wizard that sells wearable clothes.

But mainly the only wearable things are in the NC Mall.
