Neopet help!?

this is my first account and everytime i go to the pound and search for a pet they are never painted, and only level 1. anyone now what is wrong.

The reason they aren't painted is because the painted ones are very valuable and the owners keep them. Also the pound is for un wanted pets. Plus you need to buy a paintbrush to paint them not all neopets are painted and/or you can find all of the lab pieces which are 100k a piece, I think and zap your pet that way.
