Network Connection Dropped - May not be able to download ...?

Recently, say over the last week (as of 11/19/2007), have frequently gotten a message similar to text in my question. Strong reason to believe this is NOT a local ISP issue. Anyone having similar experience? Any resolution?

If you do all of the normal things trying to fix it and are able to access the net. IT IS your ISP.

They are blocking your downloads.

I got on to my helpdesk/tech supp.they found my laptop was connected to the wrong i.s.p (at their end)worth a shot
