Never before seen these playback problems on my...

Question

When I try to playback, I get a clipped image and sound. OR it defaults to a right away or after one second to a blinking display I've never seen before. C:31:23 with a yellow up arrow center screen.The cassette cartridge sticks a tiny bit on removing. I think it's the red tape cover not retracting fullyCould these be associated?Ideas?david
