Well it is a tough call, they were both bad. Octopussy was developed from a short story, and so struggled on plot, plus the circus girls were cheesy

But then, Never say never again, was not even an official bond, Connery came back for just this one, and therefore they couldn't get most of the official characters... M, Q and Moneypenny etc, and the story didn't feel like a bond film at all.

I would answer neither....
