New Federal adopted Child Grants?

My mother recently informed me that there is a new Federal Grant allow for all children that are adopted I am curently in college and just finishing my first year because i'm in a private school i'm being told i have to pay the school $5,000 in order to continue classes due to the fact that in 2006 i made to much money for grants and in 2007 i made very little infact i'm not employed and the problem is i qualify for a grant now but the school wont put it towards this past year.... so i'm wondering if anyone knows about this grant and how i can apply for it... thank you

Since your mother knows all about it, I would ask her.  Including who exactly is giving the money and who her source is.
