New Jersey and New York permits

if i live in new jersey but also have a house in new york can i get a new york permit and drivers licence and drive in new jersey.

You get a license from the state where you are a "resident".  You can then drive in all 50 states (and some other countries).  Exception: If your license is suspended or revoked in any state, then you cannot obtain a license in any other state.

In either case, it does not matter where you have a vacation home, property that you rent to someone else, or any other property other than your primary residence.
