New PC woni't boot

could you please help me fix this Pc I put the hardrive & the memory PC133 128MB 168 pin & the P4 2.0 CPU when I turn it on its beets one time over&over I know the parts are good that I put on I don,t have the $23.00 to ship it back How do you rinstall the drivers on thr motherboard
