New York City Registration Stickers- I received a ticket for an expired sticker.?

Where does it say I have to place the registration sticker on my windshield? How can a traffic cop, who can't even hand out a moving violation give me a ticket for this? Especially when my new sticker is also displayed?

It is a violation of the law to drive a vehicle with an expired registration. It is a separate violation of law to display on your vehicle an expired registration sticker. A law enforcement officer must decide to issue or not to issue traffic tickets for these violations.
